1. Introduction

Mobile connectivity has become a dependency — and a vulnerability. Phones now hold identity, finance, private communication, and personal history. Yet the infrastructure that carries mobile signals is still built on assumptions from an older era: carrier-dependent trust, SIM-bound identity, and metadata-rich routing.

This paper introduces the Zero-Trust Mobile Network (ZTMN) — also known as AetherPulse™ — a sovereignty-first mobility layer designed to protect communication as a living system protects circulation: continuously, calmly, and without reliance on fragile intermediaries.

2. The Failure of Carrier-Dependent Identity

Traditional mobile networks bind identity to carrier infrastructure. That design made sense when mobility was simple and threats were limited. Today, it creates structural risks:

If identity is bound to infrastructure, sovereignty becomes permission-based. ZTMN is designed to reverse that relationship.

3. The Rise of Sovereign Communication

Sovereign communication means the user retains control over trust — even when networks are hostile, inconsistent, or observable.

Mobility is now part of the post-quantum era. Even before large-scale quantum capability exists, adversaries can harvest encrypted traffic now and attempt decryption later. Communication systems must therefore become forward-looking.

ZTMN is designed to support post-quantum-aware tunnel integrity — not as a single “upgrade,” but as a living capability that can evolve over time without breaking continuity.

6. SIM Neutrality

SIM systems were never designed to be guardians of sovereignty. They were designed for carrier administration. ZTMN moves toward SIM neutrality: a model where mobile connectivity can be carrier-agnostic while security is held by the user’s system — not by the network.

The outcome is mobility that remains coherent even when the infrastructure changes.
